A.
PURPOSE
The purpose of this document is to establish an Indefinite Delivery Indefinite Quantity (IDIQ) professional, technical and management support services vehicle for 1CC, Inc., (hereafter called Contractor), to provide Information Technology (IT) products and services to Federal, State, Local and International agencies.
B. INTRODUCTION
Contractor shall provide professional, IT, technical and management support to government agencies in order to meet their requirements for providing the level or services that is necessary to facilitate their assigned goals and program objectives. This includes the congressional mandate to realign federal activities and conduct business more efficiently and cost effectively.
C. AGENCIES SUPPORTED
The work provided by Contractor will support any and all federal, state and local agencies from A to Z (i.e., the Agency for International Development to the Washington Metropolitan Transit Authority).
All applicable documents governing the tasks
included in this Statement of Work will be defined for each individual project
and/or agency, by the following:

Data Requirements List (CDRL).
A.
TASKING
Each individual Task Order or multiples thereof, will be detailed and
accompanied by the appropriate Contract Data Requirements List (CDRL) of items
for each task within that Order. This
is applicable to all agencies listed in Section 1.0C.
B.
SCOPE
The scope of work will be defined in such a way as to support the
efforts of evaluating and improving the current processes, productions and
programs, then identifying improvement projects. This includes planning, designing and implementing projects to
improve the efficiency and effectiveness of the agencies being supported,
(listed in Section 1.0C). Each
individual TO shall define the requirements for professional, technical or
management support services needed to achieve the program goals.
Given the vast and diverse objectives of these agencies, contractor
support will cover an extensive range of IT products and services including but
not limited to the following:

METHOD
Each requirement placed against the contract will be in the form of a
Task Order containing its own SOW, CE and applicable CDRL. These documents will describe specific requirements
for the scope of work, performance standards, deliverables, schedules, costs,
milestones, Government reviews and travel.
Task Orders may be written against any part of this contract.
D.
GOVERNMENT FURNISHED EQUIPMENT
& INFORMATION
Each TO issued by an agency will specify and describe the Government
furnished equipment, data, information, documentation and facilities.
E.
TRAVEL & OTHER CHARGES
All travel and other direct charges required shall be approved in
advanced by the Agency issuing the TO.
Travel shall be in accordance with the Government’s Joint Travel
Regulations for Federal Travel Regulations.
The number of trips taken and personnel traveling shall be limited to
the minimum required to accomplish work requirements as described in the
TO. Other direct charges shall be
billed according to the Contractor’s billing cycle as defined in this contract.
Contractor is commissioned to provide professional, technical and management support services, equipment, parts, data and other information, in order to achieve maximum efficiency and effectiveness, optimization of resources and streamlined processes under the specific TO’s for a number of areas. This covers consultation services for systems analyses, planning, strategy, needs assessment, development, design, build and installation relating to IT products and services including hardware, software, computer systems, networks, management services and Internet solutions. This includes but is not limited to the areas following.
1. Consultation services for computer systems analyses, upgrade, replacement, new design, build and installation. This includes Personal Computers and Notebooks.
2. Design and /or redesign, build, configure and upgrade of new or existing computer systems.
3. Computer integration services to include bridging of software between systems, configuration and re-configuration of software for compatibility, installation of collaboration tools to process requirements from beginning to end.
4. Specify, design and manufacture computers and computer systems for local, Internet and Intranet use. This includes Personal Computers and servers (web, mail, data), PC parts, and peripherals.
5. Specify, design, configure, build and install hardware and software for computer networks. This includes individual computer parts, peripherals, network components, system and workstation and server configuration, setup and installation.
6. Computer software programming services to achieve management objectives in the areas of command and control systems, system-wide visibility of activities at local, national and international levels, aggregate and comprehensive views of assets, infrastructures and collaborative tools for process requirements. This includes specialized software designs as well as off-the-shelf marketed products, (operating systems and applications software).
7. Computer training for management software and some accounting software on a one-on-one or classroom settings. This includes the development of courseware and the provision of manuals and reference tools. Training can be performed on or off-site.
8. Perform tasks for advanced instructional training including training development, materials development, computer based training, and the development of course curricula.
9. Management, technical and training support on existing or new PC’s (including terminals, workstations, components, peripherals, operating systems, software applications, and network operation).
10. Storage space for large amounts of data to be housed off-site, (data warehousing).
11. The conversion process for data from hard copies, floppy diskettes and other antiquated media to a computerized and/or on-line.
12. Design of graphic content for print media or web media. This includes logos, buttons, links etc.
13. IT consulting and support for web-based systems, Internet solutions, e-commerce solutions, business-to-business solutions, internal and external linking of infrastructures, LAN’s and WAN’s.
14. Broadcast of audio and/or video taped information across the Internet that includes archiving for later viewing.
15. Software training that is Internet based.
16. Professional and technical support for the designation, installation and operation of IT related equipment and/or any other equipment supporting the agencies’ infrastructure.
17. The installation of necessary cabling for LAN’s and WAN’s.
18. Consulting services for the analysis, upgrade, installation and optimization of infrastructures. This includes systems housed at the local or headquarters level, multi-tiered systems, LAN’s and WAN’s.
19. LAN and WAN assistance for PC components and peripherals, installation of operating systems, applications software and network components.
20. Project development services to identify, analyze, strategize, plan, develop and implement projects to enhance and improve the functionality of agencies.
21. Project Management services for maintaining control over time, resources and budgets (the Triple Constraint Theory).
22. Project Management services to achieve defined project goals, including interpreting and enforcing contract provisions, plans and specifications for the agencies’ project site.
23. On-site Project Management support for material management and inventory control.
24. The development of scope of work documentation, including writing of specifications and SOW for agencies.
25. Consultation services in the preparation of strategic plans for analyzing and developing improvement projects for agencies.
26. Research and development services for IT issues including Internet marketing, infrastructure design/redesign, software integration and overall project implementation.
27. The development of Virtual Private Networks for any agency requiring fully integrated, communications via the Internet (WAN) or Intranet (LAN).
28. Video and audio streaming of live broadcasts on the Internet.
29. Design, build and implementation of web sites for agencies on a local, state, national or international level.
30. Multilingual conversion of agencies’ web sites to reach an International Internet audience.
31. Hosting of agencies’ main web sites, their satellite sites and VPN’s on dedicated or non-dedicated state-of-the-art, secure web servers.
32. The provision of e-mail accounts to agencies that have web sites hosted by Contractor provided and /or supported Exchange server(s).
NOTE: The
above list does not limit agencies from requesting other products or services.
Consultants and subcontractors, including but not limited to Universities and colleges may be used if beneficial to the Government. This includes partnerships with other small businesses.
6.0 PERIOD OF PERFORMANCE
The period of performance shall be from the date of award through five (5) years or $3 million.
7.0 PLACE OF PERFORMANCE
The place of performance will be varying locations as required by the Federal Government, State or local agency.
8.0 SECURITY CLEARANCE
The anticipated highest level of classification is TOP SECRET. While working on classified tasks, Contractor shall safeguard all classified materials in accordance with applicable government and industrial security regulation. Each Order requiring classified tasks shall contain an accompanying dorm DD-254 specifying the level of classification and the originating activity.

10.0 PAYMENT TERMS
Payment terms are Net 15 and billing schedule is 2 times per month.
11.0 PERSONNEL QUALIFICATIONS
A.
GENERAL PROVISIONS
Contractor shall be responsible for employing technically qualified
personnel (or partnering companies, consultants and subcontractors) to perform
the tasks as required by each Order.
During the life of this contract, the government reserves the right to request
work history on any contractor employee or partnering company for the purpose
of verifying compliance with these general provisions, including review of
resumes.
B.
EXPERIENCE AND EDUCATION
Contractor shall maintain the personnel, organization and administrative
control necessary to ensure that the work delivered meets the contract and TO
specifications. This will include
ensuring that said personnel have the experience and education necessary to
fulfill the task requirements.
C.
REQUIREMENTS
The work history of employees (or partnering companies, consultants and
subcontractors) must contain experience directly related to the task and
functions assigned to them under this contract. Again, this includes ensuring that said personnel is qualified to
fulfill the task requirements
D.
PERSONNEL
Personnel assigned to or used by Contractor in the performance of work under this contract shall be fully capable of performing the assigned functions designated in the respective labor categories, efficiently, effectively and professionally.
Contractor shall ensure that personnel in view of classified materials have the appropriate security clearance prior to the start of work on any given TO.
E.
SPECIFIC PERSONNEL QUALIFICATION REQUIREMENTS
Personnel required to perform the services set forth in this contract shall meet the minimum requirements for the respective labor categories depicted in the CDRL.
